PLERIS AGON The competition is defined by the engagement of two pangratiasts who exchange blows by using their hands, elbows, knees and feet. The striking techniques applied are full contact. Holds of the opponent’s body or clothing, throws, chokes and submission techniques are permitted according to the Regulations herein. 2. THE RING (PALAESTRA) The ring is called the palaestra. It is blue in color, circular with a 10 meter diameter. A band one meter thick, painted white, highlights the outer edge of the ring. In the centre of the pa palaestra there is a white circle with a radius of 3 meters. In regional championships the ring (palaestra) may have a different shape. 3. HYGIENE AND OUTFIT Pangratiasts enter clean, with nails cut and with hair tied back, if it is long. The outfit shall be clean and dry. They do not wear any kind of jewelry.For LEFKOS (the one on the white side) the outfit is white shorts and for KYANOUS (the one on the blue side) the outfit is blue shorts with a blue or white meander stripe along the edges. The pangratiasts wear an athletic cup under the trousers, open type gloves for being able to also grab the opponent (at least 6 oz), shin protectors and a helmet. Female pangratiasts shall also wear a rash guard and a chest protection. All pangratiasts with orthodontic braces must wear a mouth guard. All other protective gear is permitted only in the case of health problems with the consent of the doctor, so no pangratiast will have an advantage over his competitor. It is allowed to wear on the front right side of the shorts a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on the front left side of the shorts. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. The matchcommittee can exclude anyone who does not comply with the above rules. 4. TERMINOLOGY A. Content of Pangration. During the match strikes, throws, submission techniques and other aggressive and defensive movements are allowed in certain positions of the pangratiasts. B. Positions of the Pangratiasts. a. "Upright" position - the pangratiast touches the palaestra only by standing on his feet. All technical actions that start from the "Upright" position and lead to the departure from the surface of the palaestra (jump or grip of the opponent) are equal to the "Upright" position. b. "Kato pangration" position - in this position the pangratiast touches the palaestra with any part of the body except the legs. c. "Engagement in an upright position" - both pangratiasts are in the "Upright" position. d. "Engagement kato pangration" - one or both pangratiasts is in the "kato pangration" position (down on the palaestra). e. "Off the palaestra" position is considered when: - in the "Upright" position one of the athletes with his foot stepped out of the palaestra - in the "Kato pangration" when the body of an athlete is 50% out of the palaestra. C. Striking Techniques. a. The strikes are an impulsive, explosive, straight or curved, reciprocating movement that are carried out with the arms and legs to the allowed parts of the human body by the Regulations. b. Strikes are performed with any part of the fist (except the base of the inner palm) on the body of the opponent. c. Strikes with the legs are performed with the knee, shin, the tip, heel to the face, side of the head, the torso, legs (inside and outside of the thigh). d. Striking with legs and arms from the "kato pangration" position is allowed only if the attacker is also in the "kato pangration" position. The strikes are performed and scored if the attacking pangratiast changes his position after each strike. D. Throws. a. A throw is a movement of the pangratiast which results in the opponent losing his balance and falls, touching the surface of the palaestra with any part of his body other than his feet (hips, side, back, abdomen), that is, he takes the position "kato pangration". b. A throw is considered executed: - if the attacking pangratiast (from start to finish) maintains his "Upright" position, - when the opponent falls, if during the throwing process he takes one of the "kato pangration" positions but at the same time takes a dominant position, or leys on the opponent to keep his balance. c. Anti technique throw, in which the defending pangratiast takes the initiative from the attacking pangratiast and throws him down, changing the nature or direction of the attacker's fall. d. Any spinning (exchanging of dominant position) during the match in the "kato pangration" position, as well as changing the dominant position, performed by the pangratiast in the "kato pangration" position, is not scored. E. Submission techniques (joint target). a. Submission technique (joints target) is the grasp of the opponent's hand or foot in the "kato pangration" position and which forces the opponent to admit defeat as a result of the pain effect. b. A submission technique must be interrupted if the pangratists were found outside of the palaestra. c. A submission technique is considered to be successful when the pangratiast who receives the attack gives a signal of defeat by his voice or by tapping the opponent's body or by tapping the palaestra with his hand or foot. F. Choking techniques. a. Choking techniques are performed by compressing the carotid artery and throat of the opponent, resulting in the opponent to surrender. b. It is forbidden to choke with bare hands or fingers. c. A Choke technique is considered to be successful when the pangratiast who receives the attack gives a signal of defeat by his voice or by tapping the opponent's body or by tapping the palaestra with his hand or foot. In this case, the Hellanodikis palaestra gives the command "PAFSASTHE" (stop) and, if necessary, invites the doctor. G. Prohibited movements and technical actions. a. During the engagement there are prohibited movements and technical actions: - violation of discipline, rude unethical behavior towards the opponent, participants, Hellanodikes or spectators. - doping or usage of alcohol. - the performance of jumping guard is prohibited. b. During the engagement the following striking techniques are prohibited: - striking the joints of the arms and legs (elbow, knee, leg) in a direction contrary to the natural movement of the joint, - striking the eyes, throat, neck, spine, groin, - attacking the opponent down on the ground with kicks from the “upright” position, - striking the opponent down on the ground with hands to the face, - pushing and jerking the eyes, nose, mouth, ears, - striking with the head, fingers, open gloves and with the base of the inner palm, - strikes with the elbow on the vertical plane (upwards or downwards) c. Prohibited throws: - when a pangratiast who is attacked with a straight armbar changes his position to "Upright" and pulls the body (shoulders) of the attacker from the palaestra - when the opponent is undergoing a painful lock - throw with head-neck lock only without any grasping of a hand. d. During the engagement the following locks are forbidden: e. During the engagement the following chokes are forbidden: - with a sharp pull - by closing the mouth and nose of the opponent with the hands, preventing breathing, f. During the engagement, due to the risk of injury, it is also prohibited: - turning the back or neck to the opponent in the "Upright" position, - continuation of the engagement after the finishing bell or the "PAFSASTHE " (stop) command of the Hellanodikis, - using as support the face of the opponent with the arms, legs or head, - compressing the head of the opponent or pressing his head on the palaestra, - scratching, stinging, biting, spitting, g. As an obstacle to the active conduct of the match is considered: - exiting the palaestra - executing a grip on the opponent with no technical sequence, - permanent retreat, without the effort of attack or counterattack, - delay in the breaks of the match, - obvious pushing and removal of the opponent outside the limits of the palaestra, - the deliberate transition to “kato pangration” with no apparent technique. h. Violation of moral conduct are: - simulation of an injury or its severity for cheating the judges, - an attempt by the spokesperson or team to influence the decision of the judges, - loss of self-control, abrupt, non-moral behavior towards the opponent, participants, Hellanodikis, or spectators, - deliberate attempt to injure the opponent. i. Violation of discipline are: - no show in the match, - delay in appearance in the palaestra, - appearance in the palaestra without being prepared, - speeches in the palaestra, - leaving the palaestra without the permission of the Hellanodiki, including the need for medical assistance, - coaching, accompanied by unethical behavior of the spokesman, coach, assistant or other team members, located near the palaestra. j. In the cases referred in the above paragraphs (b) and (i) where there is no injury of the opponent, the pangratiast shall be punished: - for the first time - warning,, - for the second time - second warning,, - for the third time - third warning,, - for the fourth time - fourth warning, and exclusion. k. In the cases referred in the above paragraphs (b) and (i), the athlete who committed the offense may immediately be punished to warning, or exclusion for the particular match or until the end of the matches by decision of the President of the Hellanodiki In case the synthesis of the Hellanodikes is only one Hellanodikis palaestras then there is no need of agreement from anyone. In case of a two Hellanodikis synthesis, then the agreement of the second Hellanodikis is required for the immediate exclusion penalty, disqualification or exclusion. H. IMMEDIATE EXCLUSION PENALTIES For the enforcement of punishment on immediate disqualification one of the three Hellanodikes must agree. An immediate disqualification is caused by the following actions: a. Twisting together the joint of knee and ankle. b. Twisting together or distortion of fingers. c. Overstretching or locking of vertebral column (techniques of “guillotine” type) d. The opponent’s crushing or intentional slamming on the ground. e. Throwing over the chest, by tying the body from behind, aiming at crashing the opponent’s neck on the suplex. f. Biting or digging the eyes. g. Spreading substances on the bod h. Strangling by naked hands- fingers i. Exit for avoiding the completion of a submission technique. j. Pulling of hair, ears, nose, genitals, use of fingers or nails, crash of head on the palaestra, stamping on the body, when the opponent has fallen down. k. Intention for injuring the opponent. l. Vomiting on the palaestra during the match. 5. DURATION OF MATCH A. The match lasts 1 round. The duration of the match is as follows: a) YOUNG WOMEN (female) (18-20): 4 minutes of clear time, b) AGENEIOI (male) (18-20): 5 minutes of clear time, c) GYNAIKES (female) (21+): 4 minutes clear time, d) ANDRES (male) (21+): 5 minutes of clear time. B. If there is no winner in the match (a "tie" is recorded), after a one minute break the match is extended for one minute of clear time (extra round). C. During the match, the pangratiasts shall not be allowed to leave the palaestra without the permission of the Hellanodikis. If this is deemed necessary by the Hellanodikis, the pangratiast may come out of the palaestra to arrange his outfit. D. In order to provide medical assistance due to an injury suffered by the pangratiast, he is given time, which does not exceed 2 minutes per match. Medical assistance is provided directly to the border of the palaestra. At the same time, the timerkeeper announces the end of each minute of the break. If after two minutes the pangratiast cannot continue the fight, he is deemed as loser, while his opponent wins a clean win. 6. SCORE POINTS A. The decision on the outcome of the match is taken by the Hellanodikis palaestra, based on the notes of the Hellanodikis periphereias after the completion of the match. B. The result of the match may be the victory of one pangratiast and defeat of the other, it may also be the defeat of both pangratiasts (mutual disqualification for violation of this regulations or injury of both pangratiasts). C. At the same time, the winner can be announced: - clear victory, - victory by points, - victory, by the opinion of the judges. D. The pangratiast wins a clear victory if: Δ.a. – he knocked out the opponent, D.b. – he executed a successful choke or submission lock, D.c. – he achieved a second knockdown - "technical knockout" D.d. – Achieved a clear advantage over his opponent (ten or more points difference), D.e. - the opponent is unable to continue the fight (removed under the doctor's instructions and has exceeded the time [2 minutes] for medical assistance or the pangratiast has exceeded the time [1 minute] to arrange his equipment). D.f. - disqualification, the opponent is eliminated from the competition for violating the Rules or from lack of technical preparation, D.g. - his opponent or opponent’s coach refuses to continue the match, E. Victory by points is awarded when the difference between the points scored by the pangratiasts during the match is from 1 to 9 points according to the judges' notes. F. Victory, by the opinion of the judges, is awarded to the competitor, when the opponents have a tie in the points at the end of the match by taking in accordance the following criteria. F.a. - the existence of warnings, F.b. - the existence of a 3 technical points, F.c. - the existence of a 2 technical points, F.d. - the existence of a one technical point, If again there is a tie, then a one minute extra round will take place. The Hellanodikis palaestras will give the command “AGON KLIMAKOS ARXASTHE” (extra round begin). If during the extra round there are no points or there is a tie again, then the above criteria with addition of the criteria bellow are used. F.e. - the first to perform the effective attack. G. Defeat of both pangratiasts is announced when both are disqualified from the competition or competitions in general for the serious violation of the Regulations (prohibited submission techniques and technical actions. H. When both athletes are simultaneously expelled from the competition or from the competitions generally due to injury and neither of them has been found guilty of violating the Rules, the result of the match is determined by the points scored. I. In the event of a pangratiast being excluded from a match, according to the doctor's opinion immediately before the start of the match or due to a delay of more than 3 minutes (non-appearance), the victory is awarded to his opponent. In such cases, the pangratiast is disqualified from the competitions. 7. DISQUALIFICATION AND EJECTION A. A pangratiast gets disqualified from the match by decision of the Hellanodikis palaestras, while his opponent wins victory, A.a. Performing an immediate exclusion penalty A.b. - if the pangratiast was unable to recover within 2 minutes of medical assistance, Α.c. - when the pangratiast is punished with a fourth observation of violation of the Rules, A.d. – a pangratiast is disqualified by the decision of the Hellanodikis palaestras if, in the opinion of the doctor, he cannot continue to fight because of illness or because of an injury suffered during the match. B. A pagratiast gets ejected by the decision of the Hellanodikis palaestras due to: Β.a. – a no show in the palaestra during the 3 minutes after the first call, B.b. – a degrading and unethical behavior towards his opponent, participants, judges and spectators and refusal to shake the opponent's hand, B.c. - deceiving judges, providing false information and so on. C. Ejection from the matches means that the pangratiast will not be ranked in the competition, his results are not counted for the determination of his athletic ranking and for the determination of the results of his team. 8. EVALUATION OF TECHNICAL ACTIONS A. The technical actions of the pangratiast is scored by the Hellanodikes periphereias. The technical actions that did not lead to a "clean" victory of one of the opponents can be scored with 1, 2 or 3 victory points. B. A point is given for: Β.a. - accurate concentrated strike with the hand to the head in the "Upright" position, B.b. - accurate, concentrated strike with the hand to body at the "kato pangration" position with the alteration of the offensive pangratiast’s position after each strike, B.c. – strike with the foot shin to the opponent’s thigh, both internally and externally, B.d. – strike with the knee to the body in the "kato pangration" position, B.e. – striking with the elbow to the body, B.g. - throw from the "upright" position without raising the legs of the opponent from the palaestra while the opponent falls on his back, side, chest, abdomen, buttocks, waist or shoulder, B.h. - second warning addressed to the opponent. C. Two points are given for: C.a. - accurate strike with the foot or the knee to the body in the "Upright" position, C.b. - throwing the opponent with a lift from the palaestra, with a small range of lifting movement, the opponent falls on his back, chest, abdomen, buttocks, waist or shoulder, C.c. - third warning addressed to the opponent. D. Three points are given for: D.a. – roundhouse strike with the foot to the head in the "Upright" position. D.b. - throwing an opponent with a lift from the palaestra at shoulder height, the opponent falls on his back, chest, abdomen, buttocks, waist or shoulder D.c. - knockdown. 9. KNOCK DOWN and KNOCK OUT positions A. KNOCK DOWN is a situation in which the pangratiast who is under attack, from strikes or various techniques, is in a situation of temporary loss of orientation (no resistance, lack of defense, abnormal behavior), this gives the right to the Hellanodikis palaestras to stop the match and then say the word "one" starting the counting. It is counted when the pangratiast who received the attack after the start of the count and up to "eight" recovered, in the Hellanodiki’s palaestras opinion, and is ready to continue the match. Otherwise, the competition doctor is notified and the opponent is announced winner. The match will not continue until the Hellanodikis palaestras reaches the count at eight, even if the pangratiast is ready to continue the match before the end of the count. B. KNOCK OUT is when the pangratiast has a complete loss of the ability to defend himself because of a strike performed and the pangratiast cannot fully recover at the end of the count to "10" and continue the match. If a pangratiast is in a knock out state, only the competition doctor and the Hellanodikis palaestras can stay on the palaestra until the doctor needs some extra help. C. In the case of a KNOCK DOWN, the Hellanodikis palaestras will immediately begin the count. The count should start from the thumb, straightening the fingers one after the other at intervals of seconds, pronouncing the numbers. When the count reaches "five" and "ten", the palm should be open and directed to the competitor. The hand, upon counting starts the movement from the shoulder to observe the interval of seconds. If a pangratiast falls, the count is done in the seated position so that the right knee is 10 centimeters away from palaestra. When a pangratiast who has been KNOCKED DOWN rises, the Hellanodikis palaestras slowly stands up with him, continuing the count. From the pangratiast’s “fall” to the palaestra to the count "one" there must be a one second time difference. If the opponent of the pangratiast who is KNOCKED OUT has not returned to his original position at the Hellanodikis palaestras command, the Hellanodikis palaestras must stop the count. After the opponent returns to his / her position, the count continues from the point where it was interrupted. As the pangratiast is in the KNOCK DOWN state, the Hellanodikis palaestras will count strongly from one to ten with intervals of one second between the numbers, indicating by hand the end of each second so that the pangratiast who is in the KNOCK DOWN state can monitor the count. D. During a match, up to two KNOCK DOWNS are allowed. E. The KNOCK DOWNS mentioned do not take into account KNOCK DOWNS that appear from any wrong technical actions or violation of the Rules. F. KNOCK OUT and KNOCK DOWN are the consequence of the application of the strikes and fight techniques, with the result that the pangratiast may suffer damage of the brain, or internal organs bruising, limbs, pain, and so on. Consequently, the assistant of the pangratiast must accompany him to the doctor, who must examine him, provide the necessary medical assistance and, together with the Head Hellanodikis of the competition, conclude on the possibility of further participation of the pangratiast in the races. G. The competition physician must report the KNOCK OUT event to the pangratiast’s local athletic medical clinic and make a corresponding entry in his / her medical booklet. H. When a pangratiast has been KNOCKED OUT, he cannot participate in competitions for at least 3 months. If the pangratiast has been KNOCKED OUT twice in six months, he is not allowed to participate in sompetitions for six months from the second KNOCK OUT. If the pangratiast has been KNOCKED OUT three times during the year, he is not allowed to participate in competitions for one year from the date of the third KNOCK OUT. I. After completing the rehabilitation period after a KNOCK OUT, the pangratiast must obtain permission to participate in the competitions by the qualified physician at his medical sports clinic. If possible, a specific ECG examination and, if necessary, brain CT scan should be performed. The results of the examinations and permission to participate in the competitions must be recorded in the pangratiast’s medical record. J. All the above being pointing out of the Regulation applies also to KNOCK OUTS suffered by the pangratiast during training. In this case, the pangratist’s coach is responsible for complying with the above. In any event, the pangratiasts may participate in specific training after at least three months that have elapsed since the date of the KNOCK OUT. 10. JURISDICTION AND DUTIES OF THE OFFICIALS a. The Hellanodikis palaestras is the main official of the agon, the palaestra and the sidelines. His basic duty is to start and stop the agon, to ensure the safety of the pangratiasts by giving verbal remarks, penalties and points from penalties. The Hellanodikis palaestras can interrupt the agon in the following cases: To make remarks or to assess penalties. In case of injury or illness. To impose a correction or change of outfits. After a signal from a Hellanodikis periphereias (who whistles or lifts his hand), if the Hellanodikis palaestras decides that this is appropriate. When he judges that the safety of a pangratiast is at stake, especially during minor age categories, during a submission lock or choke even if it means the end of the agon. Remarks or penalties from the Hellanodikis palaestras must be enforced when: One or both pangratiasts are out of the palaestra. One or both pangratiasts exhibit unsportsmanlike behavior or dangerous play (episfalis). In the case of inexcusable lack of engagement between the pangratiasts. When a representative from a pangratiast’s team (coach, member of the same team, agent, fan, and so on) behaves improperly during an agon, by offending the spirit and value of the Pangration. b. The Hellanodikis periphereias has the following duties and responsibilities: Total control and supervision of the palaestra and the surrounding area. To grant points and to determine the winner. To express his opinion freely to the Hellanodikis palaestras, when it is requested. He can ask for the interruption of the agon by lifting his hand or whistling, if he observes a violation of the lawsthat the Hellanodikis palaestras cannot see. This interruption should never be connected to judgments or decisions of the Hellanodikis palaestras. The typical stance of a Hellanodikis periphereias during the agon is to sit upright, with his legs set as wide as the legs of the chair he is sitting on and with his hands, which hold the flags, on or between his thighs. He should be able to move himself and his chair quickly if a pangratiast goes out of bounds nearby. All movements of the flags should last at most three seconds if there are no other points to be indicated. c. Hellanodikis palaestras simeion controls the area of the palaestra and near vicinity. Writes the points given. d. The General Hellanodikis palaestras has the following jurisdictions:To evaluate all Hellanodikes on the palaestra and secretariat.To carefully observe the match without any interruption.To coordinate the Hellanodikes perifereias and Hellanodikis palaestras simion if needed. To say his opinion after hearing the opinion of the other Hellonodikes. To stop the agon if he sees an apparent mistake during the agon. In this situation he asks for a meeting. The Hellanodikes outfit is as follows: Red colored Endyma, which consists of two parts. The tunic is called chiton where a white and blue meander pattern is around the collar and a distinguished symbol of the Hellanodikon Taxis at the side of the left arm. The trousers are called periskelis where a white and blue meander pattern is on the sides. White athletic shoes (fekasia). Generally they will wear their outfit with decency and without any jewelry except the wedding ring and their hair should be tied back to have a better view of proceedings. Only the Hellanodikis palaestras holds the Ravdos (stick), which is 50-60 cm long and is constructed from a flexible material, to indicate various penalties and to conduct the agon. f. All Hellanodikes should: Before the beginning of the agon, know the sound of the bell that ends the agon, hold–control (sygratisis) and he should ensure that everything is in order at the Secretariat. To check the condition of the palaestra, the area around it and that the chairs of the Hellanodikis periphereias and coaches (proponites) are in the right position. The Hellanodikis periphereias will ensure that the pangratiasts comply with therulesregarding their outfit, hygiene etc. They will also ensure that there are no unauthorized persons near the palaestra. To observe the pangratiast during the agon and during time outs for any misbehavior. Whenever a scoreboard is used the Hellanodikes periphereias will not observe the results or time of the agon, this is only for the Hellanodikis Palaestras Simion and the administrator. In any case of difference with the correct score (on the paper form), a correction will be made with no announcement. To leave the area of the palaestra during a long break or presentation and to enter after being called from the Secretariat. 11. SUPPLEMENTARY PROVISION a. Any problem that occurs with a written protest that is registered before, during, or after the matches, no matter what competitive form it takes, is to be resolved only by the Committee of officials, when it presents itself. b. An «instant protest» is also provided to the coach during every agon so he can protest with the usage of a green card that is given to him before each agon. c. The usage of the card is only for one time during each agon. When the coach, in the standing position lifts up his card, the agon is interrupted in an appropriate time that the Hellanodikis palaestras decides. The pangratiast of the coach is then asked if he agrees with the initiation of the protest process. If the pangratiast does not agree then the agon continues. If he agrees then all the Hellanodikes of the ring are informed of the protest and decide for their further actions. In the case that the Hellanodikes decide (with the chairman of the Hellanodikes, his representative or the General Hellanodikis palaestrasif needed) that the protest is valid, actions will be taken to vindicate the protest and the card is returned to the coach for usage until the end of the agon. In case the decision is that the protest is not valid, then the agon continues having under consideration a possible penalty to the pangratiast if the decision is protested again from the coach or member of the team. The Hellanodikes decision is final and should be taken in a few minutes after the initiation of the protest procedure. Further protest for the particular incident can not be taken after the agon. This process is implemented to improve the circumstances and the general image of the competition, also to give a more righteous outcome of the score. Unsportsmanlike usage of this privilege from the coaches is forbidden. d. In case there is a formal electronic coverage of the agon from the Federation then it will be used. The above procedure does not debunk the written protest which is usually initiated after the agon. 12. AGON IMIEPAFIS The competition is defined by the engagement of two pangratiasts who exchange blows by using their hands, elbows, knees and feet. On their feet they wear shin guards and on their hands they wear gloves that permit them to grab. Holds of any kind of the opponent’s body or clothing, throws, chokes and submission techniques are permitted. The application of pressure points to produce pain is allowed in certain areas. The head butt (emvoli kriou) is only permitted for pushing, and not for striking, the opponent. 2. THE RING (PALAESTRA) The ring is called the palaestra. It is blue in color, circular with a 10 meter diameter. A band one meter thick, painted white, highlights the outer edge of the ring. In the centre of the palaestra there is a white circle with a radius of 3 meters. In regional championships the ring (palaestra) may have a different shape. 3. HYGIENE AND OUTFIT Pangratiasts enter clean, with nails cut and with hair tied back, if it is long. The outfit shall be clean and dry. They do not wear any kind of jewelry.For LEFKOS (the one on the white side) the outfit is a white tunic (chiton) and blue trousers (periskelis) and for KYANOUS (the one on the blue side) the outfit is a blue tunic (chiton) and blue trousers (periskelis). It is allowed to wear on their right sleeve a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on their left arm. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. The edge of the collar of the chiton is decorated with a meander pattern in white and blue, as are the sides of the trousers. During the match (agon) the KYANOUS wears blue gloves and shin protectors while the LEFKOS wears white ones. Female pangratiasts shall wear a white shirt under the tunic or wear a chest protection. Male pangratiasts are allowed to wear an athletic cup under the trousers. All pangratiasts with orthodontic braces must wear a mouth guard. All other protective gear is permitted only in the case of health problems with the consent of the doctor, so no pangratiast will have an advantage over his competitor. The matchcommittee can exclude any one who does not comply with the above rules. 4. OFFICIALS: REFEREES AND SECRETARIAT a. For each agon there is one head referee, known as the Hellanodikis palaestra and three judges known as the Hellanodikes periphereias, who sit along the sides of the palaestra. b. Secretariat (table staff): 1. General Comptroller of the Secretariat 2. Table referee (Hellanodikis Palaestra Simion) 3.Timekeeper of matches and control-holds (syngratisis) (only in the age categories from 6 to 14 years of age) 4. Secretary of the recording and the conducting of the matches 5. Broadcaster 6. First attendant 7. Second attendant 8. Operator of electronic board (if available). c. If the number of staff is insufficient, there can be one General Comptroller of the Secretariat and three attendants for two palaestras. d. The Secretariat gives a break between matches lasting at most 5 minutes to a pangratiast at his request or at his coach’s request. e. The secretaries and time keepers are appointed by the nominating committee of the referees. f. When possible from the number of Hellanodikes that are present, a General Hellanodikis palaestra, which will always be of the highest rank, will be at each palaestra. His duties are to supervise the competitions and to evaluate the Hellanodikes. g. In case of shortage of Hellanodikes the regional committee, with the presence of a federation official, can decide a different composition of Hellanodikes to conduct the competitions from the synthesis above. 5. SCORING POINTS a. Successful strike with the hand – elbow to the body or head: 1 point. b. Successful strike with the foot (round house kick with the top of the foot and not the shin) to the exterior side of the thigh: 1 point. c. Successful strike with the foot - knee to the body: 2 points. d. Successful strike with the foot – knee to the head: 3 points. e. A throw by the attacker to the back, chest, abdomen, buttocks, waist or shoulder with a raise from palaestra at shoulder height, scores three (3) points. f. A throw by the attacker on the palaestra, with a small range of movement, the opponent falls to his back, chest, belly, buttocks, waist or shoulder, scores two (2) points. g. A throw (take down) from the "standing" position without raising the legs from the palaestra, while the opponent falls on the back, sideways, chest, abdomen, buttocks, waist or shoulder, scores with one (1) point. h. Throw or take down that results of the defendant landing with the knees is not scored. i. If a pangratiast is thrown outside of the palaestra, no points are given. Instead, if the attacker intended to throw his opponent out of the palaestra, he is penalized for unsportsmanlike behavior (antiathlitiko). If the throw results in injury, it can be penalized more severely. j. Rolling or taken to the side during floor techniques (Kato Pangration) will not be scored. k. The awarding of points from strikes, throws and holds are indicated by the Hellanodikes periphereias using flags colored white and blue, corresponding to the color assigned to each pangratiast. Points from penalties are awarded by the Hellanodikis palaestra. Signs for the awarding of points are as follows: 1 point: the Hellanodikis periphereias extends the flag towards the floor in front of his knee. 2 points: the Hellanodikis periphereias extends the flag horizontally at shoulder height. 3 points: the Hellanodikis periphereias extends the flag up vertically. The same gestures are used by the Hellanodikis palaestra in awarding points from penalties, using his staff. For points to be awarded, at least two Hellanodikes periphereias must agree. There may be a small time difference between the signals from the Hellanodikes periphereias. (If the difference is reasonable, the Hellanodikis Palaestras Simion makes a decision). If the Hellanodikes periphereias agree on which pangratiast should be awarded points but disagree on the number of the points to be awarded, the smaller of the two numbers is granted. The Hellanodikis Palaestras Simion can ask for a time out for clarification from the Hellanodikis palaestras, who can also address the Hellanodikes periphereias. l. Strikes are considered successful if they have: Dynamic application of action. Correct timing of performance. Appropriate distance from the target with retraction of the part of the body that executed the striking technique (hand or leg). Constant tension, attention, dynamic stance of fighting position and concentration, before and after the application of the action. m. Head butts and pushes do not score points. They are accepted only as methods of disengagement during an action. n. Athrow or a successful strike at the sound of the bell is considered valid. o.Holds or strikes outside of the palaestra are not valid and can result in a penalty. p. Simultaneous successful actions, techniques, or moves from both pangratiasts are not granted with points. q. In the case of simultaneous holds (syngratisis), the Hellanodikis palaestras stops the agon and places the pangratiasts in the starting position for the agon to continue. He will do the same thing if he decides that there is no activity on the palaestra (while down on the floor) from both pangratiasts. r. All legal chokes and submission techniques must be executed in a smooth and controlled manner, and not by wrenching the opponent, in order to prevent injury. The pangratiast who does no obey this rule may be penalized rather than being awarded points. s. A successful attack after the end of the agon (indicated by the ringing of the bell from the Secretariat) is not valid and may be penalized. t. Continuous strikes need to be of such a frequency that is possible for the Hellanodikes periphereias to grant points. u. Strikes while the bodies of the pangratiasts are in contact are difficult to count (a penalty may be given). v. If, in the course of a straight elbow lock, the pangratiast whose elbow is locked stands up and lifts completely his opponent then the Hellanodikis palaestra will stop the agon and place the competitors in the starting position. 6. CRITERIA FOR DETERMINING THE WINNER a. If a pangratiast concedes (apagorefsis), the opponent is declared the winner. Quitting is indicated by lifting the index finger or hand, or tapping the surface of the palaestra or the opponent’s body with his hand or foot, or with a cry of pain. b. If there is a difference of 10 points between the two pangratiasts, then the match stops as a concession of defeat, with victory (techniki apagorefsis) declared in favor of the pangratiast with the most points. This is checked and announced by the Hellanodikis Palaestras Simion with the cooperation of the timekeeper who rings the bell to end the agon. It is announced by the Hellanodikis palaestras as “TEKNITI APAGOREFSIS” (technical defeat) towards the defeated pangratiast and awards the winner with the proper gesture. c. The pangratiast who has the highest score at the end of a normal duration of the agon is declared the winner. d. Victory, by the opinion of the judges, is awarded to the competitor, when the opponents have a tie in the points at the end of the match by taking in accordance the following criteria. d.a. - the existence of warnings, d.b. - the existence of a 3 technical points, d.c. - the existence of a 2 technical points, d.d. - the existence of a one technical point, If again there is a tie, then a one minute extra round will take place. The Hellanodikis palaestras will give the command “AGON KLIMAKOS ARXASTHE” (extra round begin). If during the extra round there are no points or there is a tie again, then the above criteria with addition of the criteria bellow are used. d.e. - the first to perform the effective attack. 7. PERMITTED AREAS FOR STRIKES AND HOLDS Strikes that are awarded points are confined to the following: a. The head (from a 10 cm distance up to lightskin contact). b. The stomach – ribs – chest - thighs (controlled), the back (excepting the shoulders), down to waist level (controlled). Striking techniques defined as “controlled” are skin-touch strikes with no skin penetration (distortion of the skin). c. Penalties can be imposed on pangratiasts who strike their opponent’s shoulders, the inner thigh, calves and generally those areas for which points are not awarded. d. Holds can be applied to the entire body according to the present rules. 8. FORBIDDEN BEHAVIOR a. Striking the throat, the genitals, the neck the face and the joints. b. All moves, techniques and actions must be executed with control and permitted according to the present rules. Whatever produces an injury, visible or not, will incur a penalty. c. Actions, techniques and moves that are executed without control, close to the head of the opponent, are forbidden, even if they do not result in points. d. Pressure point applications to the spine, the neck, the nose, the throat, the head, the face and genitals. e. Grabbing the skin. f. Continuously retreating to prevent the normal development of the agon or the engagement of the pangratiasts. Whenever the Hellanodikis palaestra observes this during an agon he will shout «AGONISTΗITE», meaning “fight”, for the immediate engagement of the two pangratiasts. If there is no response to his command, the Hellanodikis palaestra will give a penalty for unsportsmanlike behavior (antiathlitikos). g. To wring the opponent’s neck or head with both arms locked around it (intention of controlling) while wrestling standing (orthopali). This restriction does not apply during Kato pangration (lying down) on the surface of the ring. If a competitor concedes due to the application of an illegal neck wringing, the pangratiast who concedes will not lose the agon, but a penalty may be assessed on his opponent, who may even be disqualified. h. Exiting the palaestra. During wrestling while standing (orthopali) a pangratiast is out of bounds when one of his feet is entirely out of the warning line. During floor techniques (kato pangration) a pangratiast is out of bounds when half of his body is out of the warning line. A pangratiast who intentionally pushes his opponent out of the palaestra is punished as unsportsmanlike behavior. If a pangratiast leaves the palaestra on his own it is considered exiting (exodos) the palaestra. i. Acting an injury. j. Not protecting oneself (episfalis) (e.g., ignoring the strikes of the opponent in order to execute an action successfully). k. Continuous and repeating strikes in the same area of the opponent’s body that are not applied with correct timing, distance, or intensity, or those that may cause injury. l. Any unsportsmanlike behavior, as are any deliberate actions by a team or representative that may harm the reputation of the Pangration. Coaches (proponites) to make gestures, shout or stand from their seats during an agon. If a coach does not comply with these rules, the pangratiast may be penalized. Coaches may provide guidance in a low voice in an appropriate manner. Any kind of indecent behavior or forbidden act from a team, member of a team, representative, and so on, may result in a penalty of disqualification (apokleismos) or ejection (apopombi) of the person in violation of the rules and of all the people that support her/him. m. Grasping the collar of the tunic in order to force the opponent to leave the ring due to it ripping. Grasping the opponent in that area can be used only to execute a throw or a choke. n. Direct kicks and knee blows to the thighs. Direct strikes to the face of any kind. o. Also during grappling while in a frontal control of an opponent by embracing him under the armpits and having contact of the offender’s chest with the defender’s back the lifting or take down by over bending his spine. p. Any striking moves, techniques that past a vertical line that represents the vertical half of the opponent. q. The hellonodikis palaestras can interfere in any unsportsmanlike behavior of a pangratiast who is undergoing a strangulation or joint lock technique from his opponent (so not to let him lose his advantage) without stopping the match or can even decide to stop the match and announce the opponent winner due to the unsportsmanlike behavior. r. The performance of jumping guard is prohibited. s. Penalty for Immediate Disqualification For the enforcement of punishment on immediate disqualification one of the three Hellanodikes must agree. An immediate disqualification is caused by the following actions: 1. Twisting together the joint of knee and ankle. 2. Twisting together or distortion of fingers. 3. Overstretching or locking of vertebral column (techniques of “guillotine” type) 4. The opponent’s crushing or intentional slamming on the ground. 5. Throwing over the chest, by tying the body from behind, aiming at crashing the opponent’s neck on the suplex. 6. Biting or digging the eyes. 7. Spreading substances on the body 8. Strangling by naked hands- fingers 9. Exit for avoiding the completion of a submission technique. 10. Pulling of hair, ears, nose, genitals, use of fingers or nails, crash of head on the palaestra, stamping on the body, when the opponent has fallen down. 11. Intention for injuring the opponent. 12. Vomiting on the palaestra during the match. 9. PENALTIES Penalties depending on the offense, intention and the result are: a. Penalty, first warning. b. Penalty, second warning. 1 point to the opponent. c. Penalty, third warning. 2 points to the opponent. d. Disqualification (apokleismos). e. Ejection (Apopombi). The decision for the above penalties is made by the Hellanodikis palaestras, who may consult with one or more of the Hellanodikes periphereias if he believes that their opinion is required (with the exception of paragraph g). f. Depending on the unsportsmanlike behavior in violation of the competitive rules, the Hellanodikis palaestras can enforce an immediate double warning (eg if it is the first penalty, 1 point is announced, if it is the second penalty 2 points are announced), ignoring the warning grades in the above paragraphs. If an unsportsmanlike behavior is considered as a heavy penalty, the Hellanodikis palaestras announces a triple warning (2 points penalty) after an agreement with at least one of the Hellanodikes periphereias is achieved. The next penalty, whether light or heavy, will be added to the previous given. In case the synthesis of the Hellanodikes is only one Hellanodikis palaestras then there is no need of agreement from anyone. In case of a two Hellanodikis synthesis, then the agreement of the second Heelanodikis is required for the immediate exclusion penalty, disqualification or exclusion. g. The Hellanodikis palaestras cannot give an immediate penalty of disqualification (apokleismos) or ejection (apopombi) without the agreement of at least two Hellanodikes periphereias. The penalty of ejection (apopombi) is enforced for an act that insults or disgraces, and generally damages the prestige of the Pangration or for an intentional act that harms the sport and its laws. The severity of ejection (apopombi) can extend to the elimination of the violator from the competition or from later competitions, and even the elimination of the violator from the Pangration Federation (after a decision has been made by appropriate institutions), regardless of who provoked the misconduct, the pangratiast, coach (proponitis), agent or fan. 10. ABANDONMENT – ACCIDENT – INJURY – VICTORY WITHOUT A FIGHT a. Abandonment (engatalipsis) is given if pangratiast or pangratiasts cannot continue, or if they abandon the agon, even with the order from the Hellanodikis palaestras. b. A coach (proponitis) has the right to declare abandonment (engatalipsis) or concession (apagorefsis) by throwing a white or blue cloth into the ring while shouting “Engatalipsi” (abandonment) or “Apagorefsi” (concession). c. If both pangratiasts are injured simultaneously or former injuries create a problem for both and they are incapable to continue the agon, victory is awarded to the one with the highest score.If after the injury the result is a draw, the Hellanodikis palaestras, in consultation with the Hellanodikes periphereias, will determine the winner, if the overtime (klimax) did not determine the winner.If the doctor decides that an injured pangratiast is not able to continue the agon, he cannot continue generally during the tournament. When a pangratiast is injured the Hellanodikis palaestras stops the agon and calls the doctor. After the doctor’s diagnosis whether the pangratiast can continue, within at most two minutes (the time is monitored by the second timekeeper of the Secretariat), the Hellanodikis palaestras has the final decision for the continuation after consulting with the Hellanodikes periphereias. This decision cannot be opposed to the doctor’s, if the latter orders the end of the agon due to a serious injury. If the doctor considers the temporary removal of a pangratiast from the palaestra is necessary, he must be accompanied by a Hellanodikis periphereias within the five minute time span. A pangratiast who is disqualified due to injury can be announced the winner of the agon. At least two Hellanodikes periphereias and the Hellanodikis palaestras must agree that the opponent was responsible for the disqualification. In the case where a pangratiast loses consciousness, he is not allowed to compete again during the tournament, even if he wins the agon. If the doctor needs help, the Hellanodikis palaestras should be informed, so that he may grant permission for a helper to enter the palaestra. In no case will the coach (proponitis) be permitted to enter the palaestra. d. Win without a fight (Niki akoniti), is granted to a pangratiast whose opponent did not appear on the palaestra, after three announcements from the Secretariat, over the course of three (3) minutes. The Hellanodikis palaestras announces «KYANOUS or LEFKOS APON» (BLUE or WHITE ABSENT) and indicates with his staff the empty place and then announces the victory by saying « KYANOUS or LEFKOS NIKITIS» (BLUE or WHITE WINNER). 11. JURISDICTION AND DUTIES OF THE OFFICIALS a. The Hellanodikis palaestras is the main official of the agon, the palaestra and the sidelines. His basic duty is to start and stop the agon, to ensure the safety of the pangratiasts by giving verbal remarks, penalties and points from penalties. The Hellanodikis palaestras can interrupt the agon in the following cases: To make remarks or to assess penalties. In case of injury or illness. To impose a correction or change of outfits. After a signal from a Hellanodikis periphereias (who whistles or lifts his hand), if the Hellanodikis palaestras decides that this is appropriate. When he judges that the safety of a pangratiast is at stake, especially during minor age categories, during a submission lock or choke even if it means the end of the agon. Remarks or penalties from the Hellanodikis palarstras must be enforced when: One or both pangratiasts are out of the palaestra. One or both pangratiasts exhibit unsportsmanlike behavior or dangerous play (episfalis). In the case of inexcusable lack of engagement between the pangratiasts. When a representative from a pangratiast’s team (coach, member of the same team, agent, fan, and so on) behaves improperly during an agon, by offending the spirit and value of the Pangration. b. The Hellanodikis periphereias has the following duties and responsibilities: Total control and supervision of the palaestra and the surrounding area. To grant points and to determine the winner. To express his opinion freely to the Hellanodikis palaestras, when it is requested. He can ask for the interruption of the agon by lifting his hand or whistling, if he observes a violation of the lawsthat the Hellanodikis palaestras cannot see. This interruption should never be connected to judgments or decisions of the Hellanodikis palaestras. The typical stance of a Hellanodikis periphereias during the agon is to sit upright, with his legs set as wide as the legs of the chair he is sitting on and with his hands, which hold the flags, on or between his thighs. He should be able to move himself and his chair quickly if a pangratiast goes out of bounds nearby. All movements of the flags should last at most three seconds if there are no other points to be indicated. c. Hellanodikis palaestras simeion controls the area of the palaestra and near vicinity. Writes the points given. d. The General Hellanodikis palaestras has the following jurisdictions:To evaluate all Hellanodikes on the palaestra and secretariat.To carefully observe the match without any interruption.To coordinate the Hellanodikes perifereias and Hellanodikis palaestras simion if needed. To say his opinion after hearing the opinion of the other Hellonodikes. To stop the agon if he sees an apparent mistake during the agon. In this situation he asks for a meeting. To back up generally the final decision of the Hellanodikes in case of an instant protest (verbal objection). e. The Hellanodikes outfit is as follows: Red colored Endyma, which consists of two parts. The tunic is called chiton where a white and blue meander pattern is around the collar and a distinguished symbol of the Hellanodikon Taxis at the side of the left arm. The trousers are called periskelis where a white and blue meander pattern is on the sides. White athletic shoes (fekasia). Generally they will wear their outfit with decency and without any jewelry except the wedding ring and their hair should be tied back to have a better view of proceedings. Only the Hellanodikis palaestras holds the Ravdos (stick), which is 50-60 cm long and is constructed from a flexible material, to indicate various penalties and to conduct the agon. f. All Hellanodikes should: Before the beginning of the agon, know the sound of the bell that ends the agon, hold–control (sygratisis) and he should ensure that everything is in order at the Secretariat. To check the condition of the palaestra, the area around it and that the chairs of the Hellanodikis periphereias and coaches (proponites) are in the right position. The Hellanodikis periphereias will ensure that the pangratiasts comply with therulesregarding their outfit, hygiene etc. They will also ensure that there are no unauthorized persons near the palaestra. To observe the pangratiast during the agon and during time outs for any misbehavior. Whenever a scoreboard is used the Hellanodikes periphereias will not observe the results or time of the agon, this is only for the Hellanodikis Palaestras Simion and the administrator. In any case of difference with the correct score (on the paper form), a correction will be made with no announcement. To leave the area of the palaestra during a long break or presentation and to enter after being called from the Secretariat. 12. MATCH (agon) CONDUCT. a. The terms and movements of the Hellanodikis’ palaestras staff are described in a relevant handbook. Every use of the staff to indicate a remark or a penalty is accompanied by a verbal announcement. b. For penalties the Hellanodikis palaestras uses the staff to make a sign particular to the offense, while announcing the penalty. c. The Hellanodikis palaestras makes the announcement « LAVETE THESIS» (“take your positions”), so that the pangratiasts proceed to the starting position of the agon. d. The Hellanodikis palaestras makes the announcement « ETIMI» (“ready”), and the pangratiasts face each other. He will say «CHAIRETISMOS HEN» (“salute”), and the pangratiasts will salute each other while saying «ERROSO». Then the Hellanodikis palaestras announces «ARKSASTHE» (“begin”), and the agon begins. e. The salute is executed by extending the right hand in a grasping motion. At the full extension of the hand, the hand closes to a fist and immediately the hand is brought to the temple. The knuckles should touch the temple with the thumb of the fist facing downwards. At the moment that the fist makes contact with the forehead the athletes verbally salute each other. f. The Hellanodikis palaestras announces «PAFSASTHE» (“stop”) when he wants to stop the agon, or if he is required to do so, and he places the pangratiasts in the starting position. If in any case (eg for a warning), while the pangratiasts have grabbed each other either standing up or lying down, the Hellanodikis palaestras decides that the pangratiasts should stay still, he announces «AKINITI» ( “freeze”). In this case the pangratiasts remain still until they hear the announcement « ARKSASTHE» (“begin”). g. The Hellanodikis palaestras points with his staff towards the pangratiast who commits an offence, then verbally announces the type of offense, e.g. «ΚΥΑΝΟUS – ΑΝΤΙΑTHLITIKOS» (“blue unsportsmanlike behavior”), «ΚΥΑΝOUS – ΕXODOS» (“blue – out of bounds”). h. When two pangratiasts are entangled, to part them the Hellanodikis palaestras may prod them with his staff, while announcing «PAFSASTHE» (“stop”). The Hellanodikis palaestras should prod the pangratiast who is initiating the action. i. If a penalty is accompanied by a point or points, thenthe Hellanodikis palaestras after announcing the penalty, gives the points to the opponent. E.g., «ΚΥΑΝOUS, ΑΝΤΙΑTHLITIKOS.LEFKOS HENA SIMIO» (“blue unsportsmanlike behavior, white one point”). j. The agon clock starts whenever the Hellanodikis palaestras indicates the beginning of the agon with the command «ARKSASTHE» (“begin”) and stops whenever he says «PAFSASTHE» (“stop”) and «AKINITI» (freeze). k. The duration of an agon semicontact is 3 minutes for the age categories 18-20 and +21, 2 minutes for the age categories 12-14, 15-17 and 1 ½ minutes for the age categories 6-7, 8-9, and 10-11. 13. POSITIONS OF THE OFFICIAL AND PANGRATIASTS AT THE BEGINNING AND END OF THE MATCH (agon). Before the start of each category agon (of individuals or teams), all the officials (Hellanodikis palaestras and the Hellanodikes perifereias) stand at the center of the outer edge of the palaestra, facing the Secretariat. The blue pangratiasts stand to the right of the officials, the white pangratiasts to the left. A Hellanodikis gives the oath. Once the announcement «ETOIMOI, CHAIRETISMOS HEN» is made by the Hellanodikis palaestras, the pangratiasts salute their opponents by saying «ERROSTHE». At the end of each category agon, the pangratiasts will salute each other in the same way. 14. AGON SEMICONTACT AGE CATEGORY 6-7, 8-9, 10-11, and 12-14 For the age categories 6-7, 8-9, 10-11and 12-14 the above rules are in effect with the following exceptions, all of which are forbidden: a. Throws over the shoulders. Sacrifice throws over the body. Kicking the opponent’s legs-feet, not even as fakes. Submissive Techniques. Execution of a headlock without an arm of the opponent inside the lock. b. For the age categories 6-7, 8-9, 10-11 and 12-14, control-holds (sygratisis) are possible. They are awarded with 2 points when lasting for 10 seconds. The time is measured by a stopwatch, and starts with the announcement «LEFKOS-KYANOUS SYGRATISIS» (white-blue control-hold) and a gesture made by the Hellanodikis palaestras. It ends with the announcement «LIKSI» (no control-hold) (whenever the pangratiast disengages from the hold or manages to strike his opponent) and a gesture by the Hellanodikis palaestras, and the stopwatch is stopped. A control-hold (sygratisis) that begins before the end of the match is allowed to finish (up to 9 seconds) after the end of the agon. I. To spread the Pangration the Federation has added the age categories 6-7 and 8-9 for the young candidates of pangration. The intention is the incorporation of young athletes to the competitions through the athletic spirit. The goal being that the competitions are a festival and not only as an effort for the first place. II. A Hellanodikis who has the rank of C’ conducts the competition and in the end decides the winner having under consideration the Competition Laws, the dynamic appearance and behavior of the athlete against his opponent. Penalties are generally refrained to be announced but are put under consideration depending the severity. When an unsportsmanlike behavior occurs the Hellanodikis will stop the agon and explain the improper act so it will not be repeated. III. The age categories 6-7 and 8-9 will take place only in Regional Championships and not in National Championships.

Grabbling, throws, strangulations and submissions, the usage of valid pressure points and “ram embolism” as a push and not a strike to the body are permitted. 2. THE RING (PALAESTRA) The ring is called the palaestra. It is blue in color, circular with a 10 meter diameter. A band one meter thick, painted white, highlights the outer edge of the ring. In the centre of the palaestra there is a white circle with a radius of 3 meters. In regional championships the ring (palaestra) may have a different shape. 3. HYGIENE AND OUTFIT Pangratiasts enter clean, with nails cut and with hair tied back, if it is long. The outfit shall be clean and dry. They do not wear any kind of jewelry. For LEFKOS (the one on the white side) the outfit is a white tunic (chiton) and blue trousers (periskelis) and for KYANOUS (the one on the blue side) the outfit is a blue tunic (chiton) and blue trousers (periskelis). It is allowed to wear on their right sleeve a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on their left arm. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. The edge of the collar of the chiton is decorated with a meander pattern in white and blue, as are the sides of the trousers. During the match (agon) the KYANOUS wears blue gloves and shin protectors while the LEFKOS wears white ones. Female pangratiasts shall wear a white shirt under the tunic or wear a chest protection. Male pangratiasts are allowed to wear an athletic cup under the trousers. All pangratiasts with orthodontic braces must wear a mouth guard. All other protective gear is permitted only in the case of health problems with the consent of the doctor, so no pangratiast will have an advantage over his competitor. The match committee can exclude any who does not comply with the above rules. 4. OFFICIALS: REFEREES AND SECRETARIAT a. For each agon there is one head referee, known as the Hellanodikis Palaestra and two judges known as the Hellanodikes Periphereias, who sit along the sides of the palaestra opposite to each other. b. Secretariat (table staff): 1. General Comptroller of the Secretariat 2. Table referee (Hellanodikis Palaestra Simion) 3.Timekeeper of matches and control-holds (syngratisis) (only in the age categories from 6 to 14 years of age) 4. Secretary of the recording and the conducting of the matches 5. Broadcaster 6. First attendant 7. Second attendant 8. Operator of electronic board (if available). c. If the number of staff is insufficient, there can be one General Comptroller of the Secretariat and three attendants for two palaestras. d. The Secretariat gives a break between matches lasting at most 5 minutes to a pangratiast at his request or at his coach’s request. e. The secretaries and time keepers are appointed by the nominating committee of the referees. f. When possible from the number of Hellanodikes that are present, a General Hellanodikis Palaestra, which will always be of the highest rank, will be at each palaestra. His duties are to supervise the competitions and to evaluate the Hellanodikes. g. In case of shortage of Hellanodikes the regional committee, with the presence of a federation official, can decide a different composition of Hellanodikes to conduct the competitions from the synthesis above. 5. SCORING POINTS The pangratiasts are granted points only for throw techniques while transitioning from grappling to floor techniques. Valid throws are determined as whatever throw or takedown technique that is successfully applied by the attacker with result of the defended to be taken down on the palaestra with the back, the sides or the chest. Criteria are the dynamism, speed and the control. a. A throw by the attacker to the back, chest, abdomen, buttocks, waist or shoulder with a raise from palaestra at shoulder height, scores three (3) points. b. A throw by the attacker on the palaestra, with a small range of movement, the opponent falls to his back, chest, belly, buttocks, waist or shoulder, scores two (2) points. c. A throw (take down) from the "standing" position without raising the legs from the palaestra, while the opponent falls on the back, sideways, chest, abdomen, buttocks, waist or shoulder, scores with one (1) point. d. Throw or take down that results of the defendant landing with the knees is not scored. e. A jump on the opponent, which is not completed as a submission may grant the defender a takedown point if he controls the opponent during the throw. f. Pulling the opponent down to transition from the Upper to the Lower Pangratio is punished. g. Thorough or effective technique at the time of expiration of the fight is considered valid. Any technique after the end of the agon may result in a penalty. h. If there is no contact during the transition from Upper to Lower Pangratio, the Hellanodikis Palaestras stops the fight and places the Pangratiasts in the starting position. If one or both pangratiasts clearly avoid a throw or takedown technique, he or they are penalized. i. The “ram embolism” and pushing do not give any points. They are only accepted as methods of disengagement. Floor techniques (Lower Pangration) starts when a pangratiast is seated, lying down, or both are with both knees on the palaestra. j. Any permissible submission technique shall be performed with a smooth flow and control, not with jerks to avoid injuries. Otherwise the offender can be penalized. Granted points from valid techniques and penalties are shown by the Hellanodikis palaestras by stretching out the rod, as follows: 1 point: Towards the ground, in front of his knee, announcing “ONE POINT”. 2 points: Horizontally, at his shoulder’s level, announcing: “TWO POINTS”. 3 points: Vertically upwards, announcing “ THREE POINTS” The difference of the above procedure when it is from a valid technique or a penalty is as follows: In case of punishment, before the point is granted, he mentions the kind of penalty. Valid points are also granted by the Hellanodikes Periphereias by stretching out the flag, as follows: 1 point: Towards the ground, in front of his knee. 2 points: Horizontally, at his shoulder’s level. 3 points: Vertically upwards. To record a Point, at least 2 Hellanodikes must agree. A short difference of time may be noticed as regards to the Hellanodikes' reaction on granting the points. (If the time difference is reasonable this is considered by the Hellanodikis Palaestras Simion). If the Hellanodikes agree on which pangratiast should be awarded points but disagree on the number of the points to be awarded, the smaller of the two numbers is granted. The Hellanodikis Palaestras Simion can ask for a time out for clarification from the Hellanodikis Palaestras, who can also address the Hellanodikes Periphereias. 6. CRITERIA FOR DECISION a. If a pangratiast concedes (apagorefsis), the opponent is declared the winner. Quitting is indicated by lifting the index finger or hand, or tapping the surface of the palaestra or the opponent’s body with his hand or foot, or with a cry of pain b. The pangratiast who has the highest score at the end of a normal duration of the agon is declared the winner. c. Victory, by the opinion of the judges, is awarded to the competitor, when the opponents have a tie in the points at the end of the match by taking in accordance the following criteria. c.a. - the existence of warnings, c.b. - the existence of a 3 technical points, c.c. - the existence of a 2 technical points, c.d. - the existence of a one technical point, If again there is a tie, then a one minute extra round will take place. The Hellanodikis palaestras will give the command “AGON KLIMAKOS ARXASTHE” (extra round begin). If during the extra round there are no points or there is a tie again, then the above criteria with addition of the criteria bellow are used. c.e. - the first to perform the effective attack. 7. FORBIDDEN CONDUCT – PENALTIES a. All moves, techniques and actions must be executed with control and permitted according to the present rules. Whatever produces an injury, visible or not, will incur a penalty. b. Pressure point applications to the spine, the neck, the nose, the throat, the head, the face and genitals. c. Grabbing the skin. d. Exiting the palaestra. During wrestling while standing (orthopali) a pangratiast is out of bounds when one of his feet is entirely out of the warning line. During floor techniques (kato pangration) a pangratiast is out of bounds when half of his body is out of the warning line. A pangratiast who intentionally pushes his opponent out of the palaestra is punished as unsportsmanlike behavior. If a pangratiast leaves the palaestra on his own it is considered exiting (exodos) the palaestra. e. Pretending of injury. f. Usage of compresses ( e.g.gauzes) or protective means, without the approval from the doctor of the games. g. Any unsportsmanlike behavior, as are any deliberate actions by a team or representative that may harm the reputation of the Pangration. Coaches (proponites) to make gestures, shout or stand from their seats during an agon. If a coach does not comply with these rules, the pangratiast may be penalized. Coaches may provide guidance in a low voice in an appropriate manner. h. The hellonodikis palaestras can interfere in any unsportsmanlike behavior of a pangratiast who is undergoing a strangulation or joint lock technique from his opponent (so not to let him lose his advantage) without stopping the match or can even decide to stop the match and announce the opponent winner due to the unsportsmanlike behavior. . i. Continuously retreating to prevent the normal development of the agon or the engagement of the pangratiasts. Whenever the Hellanodikis palaestra observes this during an agon he will shout «AGONISTΗITE», meaning “fight”, for the immediate engagement of the two pangratiasts. If there is no response to his command, the Hellanodikis palaestra will give a penalty for unsportsmanlike behavior (antiathlitikos). j. If one or two pangratiasts, during floor techniques, proceeds to take the agon in a standing position, then the Hellonodikis palaestras stops the agon, takes them to the starting position and penalizes the offender. k. In simultaneous restraints both the athletes may be punished for securing the course of the game. In case that the simultaneous restraint continues, the chief Hellanodikis interrupts the game and brings the athletes back to the standing position. l. Grasping the collar of the tunic in order to force the opponent to leave the ring due to it ripping. Grasping the opponent in that area can be used only to execute a throw or a choke. m. To wring the opponent’s neck or head with both arms locked around it (intention of controlling) while wrestling standing (orthopali). This restriction does not apply during Kato pangration (lying down) on the surface of the ring. If a competitor concedes due to the application of an illegal neck wringing, the pangratiast who concedes will not lose the agon, but a penalty may be assessed on his opponent, who may even be disqualified. n. Also during grappling while in a frontal control of an opponent by embracing him under the armpits and having contact of the offender’s chest with the defender’s back the lifting or take down by over bending his spine o. Grasping the collar of the tunic in order to force the opponent to leave the ring due to it ripping. Grasping the opponent in that area can be used only to execute a throw or a choke. p. Also during grappling while in a frontal control of an opponent by embracing him under the armpits and having contact of the offender’s chest with the defender’s back the lifting or take down by over bending his spine. q. Penalty for Immediate Disqualification For the enforcement of punishment on immediate disqualification one of the two Hellanodikes Periphereias must agree. An immediate disqualification is caused by the following actions: 1. Twisting together the joint of knee and ankle. 2. Twisting together or distortion of fingers. 3. Overstretching or locking of vertebral column (techniques of “guillotine” type) 4. The opponent’s crushing or intentional slamming on the ground. 5. Throwing over the chest, by tying the body from behind, aiming at crashing the opponent’s neck on the suplex. 6. Biting or digging the eyes. 7. Spreading substances on the body 8. Strangling by naked hands- fingers 9. Exit for avoiding the completion of a submission technique. 10. Pulling of hair, ears, nose, genitals, use of fingers or nails, crash of head on the palaestra, stamping on the body, when the opponent has fallen down. 11. Intention for injuring the opponent. 12. Vomiting on the palaestra during the match. 13. Executing any kind of strikes to the opponent. The penalties are announced, during grappling in the standing position, by the Hellanodikis palaestras, after shouting “PAFSASTHE” (STOP) and positioning the pangratiasts in the starting position. During floor techniques the penalties are announced after he shouts “AKINITI” (FREEZE). 1st warning for forbidden action- attitude - NO POINT 2nd warning for forbidden action- attitude - ONE(1) POINT 3rd warning for forbidden action- attitude - TWO (2) POINTS 4th warning for forbidden action- attitude - disqualification The penalty of ejection (apopombi) is enforced for an act that insults or disgraces, and generally damages the prestige of the Pangration or for an intentional act that harms the sport and its laws. The severity of ejection (apopombi) can extend to the elimination of the violator from the competition or from later competitions, and even the elimination of the violator from the Pangration Federation (after a decision has been made by appropriate institutions), regardless of who provoked the misconduct, the pangratiast, coach (proponitis), agent or fan. 8. ABANDONMENT – ACCIDENT – INJURY – VICTORY WITHOUT A FIGHT a. Abandonment (engatalipsis) is given if pangratiast or pangratiasts cannot continue, or if they abandon the agon, even with the order from the Hellanodikis palaestras. b. A coach (proponitis) has the right to declare abandonment (engatalipsis) or concession (apagorefsis) by throwing a white or blue cloth into the ring while shouting “Engatalipsi” (abandonment) or “Apagorefsi” (concession). c. If both pangratiasts are injured simultaneously or former injuries create a problem for both and they are incapable to continue the agon, victory is awarded to the one with the highest score. If after the injury the result is a draw, the Hellanodikis palaestras, in consultation with the Hellanodikes periphereias, will determine the winner, if the overtime (klimax) did not determine the winner. If the doctor decides that an injured pangratiast is not able to continue the agon, he cannot continue generally during the tournament. When a pangratiast is injured the Hellanodikis palaestras stops the agon and calls the doctor. After the doctor’s diagnosis whether the pangratiast can continue, within at most two minutes (the time is monitored by the second timekeeper of the Secretariat), the Hellanodikis palaestras has the final decision for the continuation after consulting with the Hellanodikes periphereias. This decision cannot be opposed to the doctor’s, if the latter orders the end of the agon due to a serious injury. If the doctor considers the temporary removal of a pangratiast from the palaestra is necessary, he must be accompanied by a Hellanodikis periphereias within the five minute time span. A pangratiast who is disqualified due to injury can be announced the winner of the agon. At least two Hellanodikes periphereias and the Hellanodikis palaestras must agree that the opponent was responsible for the disqualification. In the case where a pangratiast loses consciousness, he is not allowed to compete again during the tournament, even if he wins the agon. If the doctor needs help, the Hellanodikis palaestras should be informed, so that he may grant permission for a helper to enter the palaestra. In no case will the coach (proponitis) be permitted to enter the palaestra. d. Win without a fight (Niki akoniti), is granted to a pangratiast whose opponent did not appear on the palaestra, after three announcements from the Secretariat, over the course of three (3) minutes. The Hellanodikis palaestras announces «KYANOUS or LEFKOS APON» (BLUE or WHITE ABSENT) and indicates with his staff the empty place and then announces the victory by saying « KYANOUS or LEFKOS NIKITIS» (BLUE or WHITE WINNER). 9. JURISDICTION AND DUTIES OF THE OFFICIALS a. The Hellanodikis palaestras is the main official of the agon, the palaestra and the sidelines. His basic duty is to start and stop the agon, to ensure the safety of the pangratiasts by giving verbal remarks, penalties and points from penalties. The Hellanodikis palaestras can interrupt the agon in the following cases: To make remarks or to assess penalties. In case of injury or illness. To impose a correction or change of outfits. After a signal from a Hellanodikis periphereias (who whistles or lifts his hand), if the Hellanodikis palaestras decides that this is appropriate. When he judges that the safety of a pangratiast is at stake, especially during minor age categories, during a submission lock or choke even if it means the end of the agon. When a representative from a pangratiast’s team (coach, member of the same team, agent, fan, and so on) behaves improperly during an agon, by offending the spirit and value of the Pangration. b. The Hellanodikis periphereias has the following duties and responsibilities: Total control and supervision of the palaestra and the surrounding area. To grant points and to determine the winner. To express his opinion freely to the Hellanodikis palaestras, when it is requested. He can ask for the interruption of the agon by lifting his hand or whistling, if he observes a violation of the lawsthat the Hellanodikis palaestras cannot see. This interruption should never be connected to judgments or decisions of the Hellanodikis palaestras. The typical stance of a Hellanodikis periphereias during the agon is to sit upright, with his legs set as wide as the legs of the chair he is sitting on and with his hands, which hold the flags, on or between his thighs. He should be able to move himself and his chair quickly if a pangratiast goes out of bounds nearby. All movements of the flags should last at most three seconds if there are no other points to be indicated. c. Hellanodikis palaestras simeion controls the area of the palaestra and near vicinity. Writes the points given. d. The General Hellanodikis palaestras has the following jurisdictions:To evaluate all Hellanodikes on the palaestra and secretariat.To carefully observe the match without any interruption.To coordinate the Hellanodikes perifereias and Hellanodikis palaestras simion if needed. To say his opinion after hearing the opinion of the other Hellonodikes. To stop the agon if he sees an apparent mistake during the agon. In this situation he asks for a meeting. The Hellanodikes outfit is as follows: Red colored Endyma, which consists of two parts. The trousers are called periskelis where a white and blue meander pattern is on the sides. White athletic shoes (fekasia). Generally they will wear their outfit with decency and without any jewelry except the wedding ring and their hair should be tied back to have a better view of proceedings. Only the Hellanodikis palaestras holds the Ravdos (stick), which is 50-60 cm long and is constructed from a flexible material, to indicate various penalties and to conduct the agon. f. All Hellanodikes should: Before the beginning of the agon, know the sound of the bell that ends the agon, hold–control (sygratisis) and he should ensure that everything is in order at the Secretariat. To check the condition of the palaestra, the area around it and that the chairs of the Hellanodikis periphereias and coaches (proponites) are in the right position. The Hellanodikis periphereias will ensure that the pangratiasts comply with therulesregarding their outfit, hygiene etc. They will also ensure that there are no unauthorized persons near the palaestra. To observe the pangratiast during the agon and during time outs for any misbehavior. Whenever a scoreboard is used the Hellanodikes periphereias will not observe the results or time of the agon, this is only for the Hellanodikis Palaestras Simion and the administrator. In any case of difference with the correct score (on the paper form), a correction will be made with no announcement. To leave the area of the palaestra during a long break or presentation and to enter after being called from the Secretariat. 10. MATCH (agon) CONDUCT. a. The terms and movements of the Hellanodikis’ palaestras staff are described in a relevant handbook. Every use of the staff to indicate a remark or a penalty is accompanied by a verbal announcement. b. For penalties the Hellanodikis palaestras uses the staff to make a sign particular to the offense, while announcing the penalty. c. The Hellanodikis palaestras makes the announcement « LAVETE THESIS» (“take your positions”), so that the pangratiasts proceed to the starting position of the agon. d. The Hellanodikis palaestras makes the announcement « ETIMI» (“ready”), and the pangratiasts face each other. He will say «CHAIRETISMOS HEN» (“salute”), and the pangratiasts will salute each other while saying «ERROSO». Then the Hellanodikis palaestras announces «ARKSASTHE» (“begin”), and the agon begins. e. The salute is executed by extending the right hand in a grasping motion. At the full extension of the hand, the hand closes to a fist and immediately the hand is brought to the temple. The knuckles should touch the temple with the thumb of the fist facing downwards. At the moment that the fist makes contact with the forehead the athletes verbally salute each other. f. The Hellanodikis palaestras announces «PAFSASTHE» (“stop”) when he wants to stop the agon, or if he is required to do so, and he places the pangratiasts in the starting position. If in any case (eg for a warning), while the pangratiasts have grabbed each other either standing up or lying down, the Hellanodikis palaestras decides that the pangratiasts should stay still, he announces «AKINITI» ( “freeze”). In this case the pangratiasts remain still until they hear the announcement « ARKSASTHE» (“begin”). g. The Hellanodikis palaestras points with his staff towards the pangratiast who commits an offence, then verbally announces the type of offense, e.g. «ΚΥΑΝΟUS – ΑΝΤΙΑTHLITIKOS» (“blue unsportsmanlike behavior”), «ΚΥΑΝOUS – ΕXODOS» (“blue – out of bounds”). h. When two pangratiasts are entangled, to part them the Hellanodikis palaestras may prod them with his staff, while announcing «PAFSASTHE» (“stop”). The Hellanodikis palaestras should prod the pangratiast who is initiating the action. i. If a penalty is accompanied by a point or points, thenthe Hellanodikis palaestras after announcing the penalty, gives the points to the opponent. E.g., «ΚΥΑΝOUS, ΑΝΤΙΑTHLITIKOS.LEFKOS HENA SIMIO» (“blue unsportsmanlike behavior, white one point”). j. The agon clock starts whenever the Hellanodikis palaestras indicates the beginning of the agon with the command «ARKSASTHE» (“begin”) and stops whenever he says «PAFSASTHE» (“stop”) and «AKINITI» (freeze). k. The duration of an agon is based on the age categories. Cadets-male-female (12-14 YEARS OLD): 3 minutes and extra time 1 minute. Juniors-male-female (15-17 YEARS OLD): 4 minutes and extra time 1 minute. Men-Women (18-20 YEARS OLD): 4 minutes and extra time 2 minutes. Men-Women (21+) : 5 minutes and extra time 2 minutes. l. A pangratiast is entitled to rest up to 10’ between two matches ( by request presented by himself or his coach). 11. SUPPLEMENTARY PROVISION a. Any problem that occurs with a written protest that is registered before, during, or after the matches, no matter what competitive form it takes, is to be resolved only by the Committee of officials, when it presents itself. b. An «instant protest» is also provided to the coach during every agon so he can protest with the usage of a green card that is given to him before each agon. c. The usage of the card is only for one time during each agon. When the coach, in a stand up position, lifts up his card the agon is interrupted in an appropriate time when the Hellanodikis palaestras decides. The pangratiast of the coach is then asked if he agrees with the initiation of the protest process. If the pangratiast does not agree then the agon continues. If he agrees then all the Hellanodikes of the ring are informed of the protest and decide for their further actions. In the case that the Hellanodikes decide (with the chairman of the Hellanodikes, his representative or the General Hellanodikis palaestrasif needed) that the protest is valid, actions will be taken to vindicate the protest and the card is returned to the coach for usage until the end of the agon. In case the decision is that the protest is not valid, then the agon continues having under consideration a possible penalty to the pangratiast if the decision is protested again from the coach or member of the team. The Hellanodikes decision is final and should be taken in a few minutes after the initiation of the protest procedure. Further protest for the particular incident can not be taken after the agon. This process is implemented to improve the circumstances and the general image of the competition, also to give a more righteous outcome of the score. Unsportsmanlike usage of this privilege from the coaches is forbidden. d. In case there is a formal electronic coverage of the agon from the Federation then it will be used. The above procedure does not debunk the written protest which is usually initiated after the agon. e. Various suggestions for changes of the competitive laws should be provided in a written form through the officials of the National Pangration Federation. The Federation that is the receiver of these suggestions shall inform and coordinate its’ Technical Committee and Central Board of Hellanodikes. Each committee will respond in a written form in a short time. In the next gathering of the World Pangration Federation Board there will be a final decision on the matter. After approval the date of implementation of changes is the 1st of January next of year. 12. Pyx-Lax (KICKBOXING) Pyx_Lax (kick boxing) 1. GENERAL. a. Pyx - Lax (kick boxing) is the Orthostadin Pagration (fighting standing up). It consists of two parts which have as distinctive elements, the use of fists (Pyx) and kicks (Lax), without any other physical involvement or wrestling. b. Pyx - Lax is applied in a space with boundaries of specific dimensions under application of strict rules that guarantee the physical integrity of its athletes. c. In Pyx-Lax, the athletes have the opportunity to use modern gloves, a use which was allowed in antiquity, as historical research has shown. They also wear leggings on their feet. d. In Pyx - Lax the participant athletes are of all age categories who participate in the Agon Imiepafis Children's Pangration and Pangration. e. The Pyx-Lax match is conducted in three (3) two (2) minute rounds with an interval of one (1) minute between each round. In case of a tie we have the addition of one (1) extra round, which will give the final result. In case of a large participation, the time of each round can be reduced to one (1) minute and thirty (30) seconds and the break between rounds down to thirty (30) seconds. f. All strikes are the permissible full force that are permissible from the rules, so as to avoid injuries. 2. COMPETITION AREA. a. The competition area is called a palaestra. Blue of color and must be flat and safe, it must be covered with a durable material to facilitate falls, but not to allow any engagement of the foot. b. The palaestra has dimensions of six by six (6x6) meters, is surrounded by four (4) ropes and has four (4) corners: one BLUE, one RED for the opponents and two WHITE for the neutral corners, c. Friendly matches can also be played in a five-by-five (5x5) meter area without ropes. 3. FORMAL CLOTHING. a. Athletes must wear specific clothing which consists of two parts, the upper (t-shirt) which, depending on the position placed on the arena, should be blue or red and the bottom (shorts), which is color blue. On the shorts, on the side, there will be a blue and white meander as well as on the sleeves of the blouse. Also on the blouse there will be in the area of the chest, on the left, the stamp of the federation and on the back a large stamp of the federation that write the words PYX - LAX. Depending on the position of the athletes in the palaestra, they will wear gloves (boxing) and leggings in blue or red. It is possible from the Proclamation that the athletes wear the above clothing with colors and badges of their clubs. b. Female athletes can wear breast protection inside the blouse. Athletes can wear a protector cup inside the shorts. All athletes will be required to wear dental protectors. Any other protections are allowed only if there is a health problem and the doctor of the competition allows it so that there is no advantage over the other competitor. c. It is forbidden for the athlete to wear any kind of jewelry during the competition and ceremonies. d. It is allowed to wear on their right sleeve a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on their left arm. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. e. The match committee can exclude any who does not comply with the above rules. 4. HYGIENE The athletes' t-shirt and shorts will be clean, dry and without any unpleasant odor. Toenails will be cut properly. Long hair will be tied to avoid difficulty for the other athlete. The faces will be freshly shaved or they will have a mustache-beard. In general, the personal hygiene of the athletes will be at a high level. In case the above is not observed, the offender may be excluded. 5. OFFICIALS: REFEREES AND SECRETARIAT a. For each agon there is one head referee, known as the Hellanodikis palaestra and two judges known as the Hellanodikes periphereias, who sit along the sides of the palaestra. b. Secretariat (table staff): 1. General Comptroller of the Secretariat 2. Table referee (Hellanodikis Palaestra Simion) 3.Timekeeper of match 4. Secretary of the recording and conducting of the matches 5. Broadcaster 6. First attendant 7. Operator of the electronic board (if available). c. If the number of staff is insufficient, there can be one General Comptroller for two palaestras. d. The Secretariat gives a break between matches lasting at most 10 minutes to an athlete at his request or at his coach’s request. e. The secretaries and time keepers are appointed by the nominating committee of the referees. f. In case of shortage of Hellanodikes the regional committee, with the presence of a federation official, can decide a different composition of Hellanodikes to conduct the competitions from the synthesis above. 6. PERMITTED TECHNIQUES AND SCORE. a. The permitted punching and kicking techniques are: aa) Fist. The area of the knuckles, under the gloves, will be the area of contact with the opponent. The directions of the fists will be straight, semicircular and hook (from bottom to top). ab) Kicking. All types of kicks with contact points of the shin and below the ankle. The backkick and the verticalkick will be performed with the point of contact with the heel. b. Successful strikes are with: ba) Full dynamic implementation of actions. bb) Correct application timing. bc) Appropriate distance from their target. bd) Continuous intensity, attention, posture, position and self-concentration dynamics, before and after the end of the application of the beats. c. Striking techniques that are partially repelled or simply touch, scratch or push the opponent will not be graded. d. The score of the strikes are as follows: da) Effective hand strike on the body or head area, one (1) point. db) Effective kick with the foot in the area of the body or head, one (1) point. e. Points from the strikes granted by the Hellanodikis Periphereias are documented on the document sheet. Points from Penalties are given by the Hellanodikis Palaestras of the match and are documented in a special point in the document sheets of the Hellanodikis Periphereias. f. If, at the end of the match, there is a tie, the final result will be judged by the procedure of Agon Klimakos (extra round). Agon Klimakos, is the extension of the race by one round and the start is performed by the Hellanodikis Palaestra announcing "AGON KLIMAKOS - ARXASTHE". In case of a tie again then the decision of the winner is determined by the two hellanodikis Perifereias. 7. AREAS OF CONTACT. Striking areas that earn points are limited to the following areas: a) Head - only front and side b) Trunk - only front and side c) Thighs - by performing side strokes using the shin and feet. 8. PROHIBITED BEHAVIOR. a. Any contact with strikes to the throat, abdomen, genitals, neck and back of the head is prohibited. b. Strikes to the joints and kidneys are prohibited. c. Techniques without control are prohibited. d. Continuous retreats, turning the back to the opponent with intent, bending below the height of the belt, any kind of grip and actions that prevent the smooth development of the match or grappling of athletes are prohibited. e. It is forbidden to leave the fighting area. f. It is forbidden to attack an opponent who is trapped in the ropes of the fighting area. g. It is forbidden to attack an opponent who is on the ground or moving towards the ground. An athlete is considered to be on the ground when he comes in contact with it with one hand or his knee. h. It is forbidden to hit the opponent with the knee, elbow, head, thumb and shoulder. i. Strikes in the back area of the torso and direct blows to the opponent's feet are prohibited. j. Any action is prohibited after the command "PAUSE" by the Hellanodikis Palaestra or after the bell. k. Any unsportsmanlike conduct or deliberate action of a team or delegation, which may damage the prestige of the universal ideals which are limited by the good and virtuous ancient Greek spirit, the principles of the Olympic Idea and the Good Fight is prohibited. It can cause the exclusion or expulsion of the offender, but also of all the factors that support him. l. It is forbidden for coaches to improperly gesture, shout and get up from their seats during the match. In case the coach does not comply with the above, his athlete can be punished. Guidance in low tones within the limits of decency is permitted. m. All techniques must be permitted by these rules, controlled and that which causes visible or non-visible injury are penalized. 9. PENALTIES. a. Penalties depending on the offense, intent and effect may be as follows: aa) The first recommendation does not result in a penalty. It is possible, in the judgment of the Hellanodikis Palaestra, to give up to three recommendations for the same offense before proceeding to the first official observation (Punishment). ab) Penalty for first Observation. Two points are deducted from the offender's points. ac) Penalty for second Observation. Two more points are deducted from the offender's points. ad) Punishment of Third Observation. Disqualification of the offender. ae) Expulsion penalty is immediately given only in exceptional cases where the offender has inappropriate behavior. b. Only the Hellanodikis Palaestra decides on the above sentences. c. Depending on the extent of the unsportsmanlike conduct in the context of a breach of the present rules, the Hellanodikis Palaestra may immediately impose an exclusion penalty. d. Expulsion is imposed when an action is carried out which dishonors or offends and generally damages the prestige of the Sport or when deliberate actions are carried out which harm the Pan-National Sport and the Elite Laws. The size of the expulsion can be deletion from the event or from the next continuous events and deletion from the force of E.O.PA. following a decision of its competent bodies and is independent of who caused it, athlete, coach, agent or fan. 10. PROHIBITION - ABANDONMENT - ACCIDENT - INJURY - NIKI AKONITI. a. If an athlete concedes (apagorefsis), the opponent is declared the winner regardless of the time or points that have been given up to that point. b. The athlete who has the highest score at the end of a normal duration of the agon is declared the winner unless the above paragraph applies. c. Abandonment (engatalipsis) is given if the athlete or athletes cannot continue, or if they abandon the agon, even with the order from the Hellanodikis palaestras. d. A coach (proponitis) has the right to declare abandonment (engatalipsis) or concession (apagorefsis) by throwing a towel into the ring while shouting “Engatalipsi” (abandonment) or “Apagorefsi” (concession). e. If both athletes are injured simultaneously or former injuries create a problem for both and they are incapable to continue the agon, victory is awarded to the one with the highest score. ea. If after the injury the result is a draw, the Hellanodikis palaestras, in consultation with the Hellanodikes periphereias, will determine the winner. eb. If the doctor decides that an injured pangratiast is not able to continue the agon, he cannot continue generally during the tournament. f. When an athlete is injured the Hellanodikis palaestras stops the agon and calls the doctor. After the doctor’s diagnosis whether the athletet can continue, within the most two minutes (the time is monitored by the second timekeeper of the Secretariat), the Hellanodikis palaestras has the final decision for the continuation. This decision cannot be opposed to the doctor’s, if the latter orders the end of the agon due to a serious injury. If the doctor considers the temporary removal of an athlete from the palaestra is necessary, he must be accompanied by a Hellanodikis periphereias within the time span. g. Any athlete who has been stricken and is lying on the floor from his fellow athlete, following the order of the Hellanodikis Palaestra "PAUSE" does not stand within the time limit of (10) ten seconds, a time measured by the Hellanodikis Palaestra, is considered incapable of continuing the championship and is automatically disqualified from the organization of the games on that date. In any case, the doctor is called to provide his help inside the arena. h. In case the doctor needs help, the Hellanodikis Palaestra will be informed about the approval of the entry of an assistant in the arena. In no case is the athlete's coach allowed to enter the palaestra. i. Win without a fight (Niki akoniti), is granted to a pangratiast whose opponent did not appear on the palaestra, after three announcements from the Secretariat, over the course of three (3) minutes. The Hellanodikis palaestras announces «KYANOUS or KOKINOS APON» (BLUE or RED ABSENT) and indicates with his staff the empty place and then announces the victory by saying « KYANOUS or KOKINOS NIKITIS» (BLUE or RED WINNER). The Hellanodikis periphereias record in the document sheet the required position of the absent athlete and the victory of the other athlete. j. Aim of the athletes is the "knock down" of the opponent with the use of strikes. In the third successful application of the above technique, the athlete is declared the winner due to a technical defeat of the opponent. This is written in a similar position in the document sheet by the Hellanodikis periphereias. ja) An athlete is considered to be on the ground, after a strike or strikes when: jaa) comes into contact with the ground with any part of his body except the soles of his feet. jab) if weakened he rests on the ropes. jac) if he is found outside the ropes partially or completely. jad) if without lying, kneeling down or on the ropes standing, in a semi-conscious state, by the Hellanodikis Palaestra’s opinion cannot continue. 11. JURISDICTION AND DUTIES OF THE OFFICIALS. a. The Hellanodikis palaestras is the main official of the agon, the palaestra and the sidelines. His basic duty is to start and stop the agon, to ensure the safety of the athletes by giving verbal remarks, penalties and points from penalties. The Hellanodikis palaestras must interrupt the agon in the following cases: aa) At the end of the match. ab) At the end of the ten (10) seconds count. b. The Hellanodikis periphereias has the following duties and responsibilities: ba) Total control and supervision of the palaestra and the surrounding area. bb) To grant points and to determine the winner. bc) To express his opinion freely to the Hellanodikis palaestras, when it is requested. bd) He can ask for the interruption of the agon by lifting his hand or whistling, if he observes a violation of the laws that the Hellanodikis palaestras cannot see. This interruption should never be connected to judgments or decisions of the Hellanodikis palaestras. c) The Hellanodikes wear a garment that consists of a red blouse and a black trousers, on the blouse there will be on the chest area, on the left, the mark of the federation and on the back a large mark of the federation that write the words PYX - LAX, with the stamp of the federation. d. All Hellanodikes should: da) Before the beginning of the agon, know the sound of the bell that ends the agon and should ensure that everything is in order at the Secretariat. db) To check the condition of the palaestra, the area around it and that the chairs of the Hellanodikis periphereias and coaches (proponites) are in the right position. dc) The Hellanodikis periphereias will ensure that the ahtletes comply with the rules regarding their outfit, hygiene etc. They will also ensure that there are no unauthorized persons near the palaestra. dd)To observe the athletes during the agon and during time outs for any misbehavior. de) Whenever a scoreboard is used the Hellanodikes periphereias will not observe the results or time of the agon, this is only for the Hellanodikis Palaestras Simion and the administrator. In any case of difference with the correct score (on the paper form), a correction will be made with no announcement. 12. MATCH (agon) CONDUCT. a. The Hellanodikis palaestras is in the position provided in the relevant manual, after the completion of the standard greeting. b. The Hellanodikis palaestras makes the announcement « LAVETE THESIS» (“take your positions”), so that the pangratiasts proceed to the starting position of the agon. c. The Hellanodikis palaestras makes the announcement « ETIMI» (“ready”), and the pangratiasts face each other. He will say «CHAIRETISMOS HEN» (“salute”), and the pangratiasts will salute each other while saying «ERROSO». Then the Hellanodikis palaestras announces «ARKSASTHE» (“begin”), and the agon begins. d. The salute is executed by extending the right hand in a grasping motion. At the full extension of the hand, the hand closes to a fist and immediately the hand is brought to the temple. The knuckles should touch the temple with the thumb of the fist facing downwards. At the moment that the fist makes contact with the forehead the athletes verbally salute each other. e. The Hellanodikis palaestras announces «PAFSASTHE» (“stop”) when he wants to stop the agon, or if he is required to do so, and he places the pangratiasts in the starting position or wherever he chooses. f. The agon clock starts whenever the Hellanodikis palaestras indicates the beginning of the agon with the command «ARKSASTHE» (“begin”) and stops whenever he says «PAFSASTHE» (“stop”) and «AKINITI» (freeze). g. A successful attack after the bell is not considered valid, but may also result in a penalty against the athlete. h. The Hellanodikis palaestras points with his staff towards the pangratiast who commits an offence, then verbally announces the type of offense, e.g. «ΚΥΑΝΟUS – ΑΝΤΙΑTHLITIKOS» (“blue unsportsmanlike behavior”), «ΚΥΑΝOUS – ΕXODOS» (“blue – out of bounds”). i. If a penalty is accompanied by a point or points, then the Hellanodikis palaestras after announcing the penalty, saysE.g. «ΚΥΑΝOUS, ΑΝΤΙΑTHLITIKOS MION DIO SHMEIA» (“blue unsportsmanlike behavior, minus two points”). j. In any case of a "Knockdown", the Hellanodikis palaestras immediately counts the seconds after instructing the opponent to move to a neutral position (white corner) in the palaestra. The opposing athlete must move immediately. In case the athlete does not obey then the Hellanodikis palaestras stops the count until the order is completed. The count will continue from the last number announced. k. The seconds are counted with a second rest between them and by pointing the corresponding fingers at the athlete involved to ensure time recognition by him. l. In any case where an athlete is "knockdown" from a strike, the Hellanodikis palaestras will count the seconds and will not start before counting up to eight seconds, although the athlete involved seems prepared by raising his hands. Also, if the athlete does not raise his hands showing his readiness, then the Hellanodikis palaestras continues the count for up to ten (10) seconds and the agon ends. m. In the event that the bell rings during the countdown of seconds, the countdown continues. In case the counting ends in ten seconds then the victory is given to the opponent athlete. n. In case of a "knockdown" from strikes and counting up to eight seconds, the match continues and without any contact from the opponent athlete, the athlete involved comes in contact with the ground again, then the Hellanodikis palaestras will start the count again, but continuing from number eight (8). 13. POSITIONS OF THE OFFICIAL AND PANGRATIASTS AT THE BEGINNING AND END OF THE MATCH (agon). Before the start of each category agon (of individuals or teams), all the officials (Hellanodikis palaestras and the Hellanodikes perifereias) stand at the center of the outer edge of the palaestra, facing the Secretariat. The blue athletes stand to the right of the officials, the red athletes to the left. A Hellanodikis gives the oath. Once the announcement «ETOIMOI, CHAIRETISMOS HEN» is made by the Hellanodikis palaestras, the athletes salute their opponents by saying «ERROSTHE». At the end of each category agon, the athletes will salute each other in the same way 14.OATHS. POLYDAMAS & Palaismata (ROUTINES) The pangratiasts enter with the official outfit (white chiton and blue periskelis with a meander decorated around the neck and sides of the trousers). It is allowed to wear on their right sleeve a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on their left arm. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. a. Anyone can participate in the Polydamas without exception, in accordance with the notice of matches and as long as the competitors are over the age of eighteen, either as attackers or defenders. The pangratiast makes use of defensive actions (palaismata) with the three opponents. b. The Hellanodikis palaestras is located at the front of the secretariat. c. Weapons (made of wood or rubber) that are to be used by the attackers are: A staff (with the meaning of sword), about two cm thick and fifty to sixty cm in length. A dagger, one or two cm thick and twenty cm long. A spear, two cm thick and one meter and eighty-five cm long. d. There are four types of moves that the Hellanodikes consider attacking moves, which will be included in the program: Ap’ arotrou: an attack towards the head, from above. Ek deksiterous: an attack from right to left, regardless of the level of the move. Ek aristeras: an attack from left to right, regardless of the level of the move. Emprosthios: a frontal attack, regardless of the level of the move. e. Every team must present six actions (palaismata). If a team presents fewer or more than 6 actions, they will be disqualified. f. The Hellanodikis palaestras and the Hellanodikes perifereias judge the effort of each team, according to the following: Dynamic application of actions. Correct timing of defensive (mostly) and attacking moves. Appropriate distance from which hits are made or blocked. Constant tension, attention, dynamic stance of fighting position and concentration, before and after the application of the action (palaisma). Neutralization of the attacker in the final action. Variety of application in actions, techniques and moves. g. All techniques from the defender will be executed without weapons. In the mix category (men and women in the team) a woman will take part as defender. 15. STRIKING AND WRESTLING - TECHNIQUES (palaismata) The pangratiasts enter with the official outfit (white chiton and blue periskelis with a meander decorated around the neck and sides of the trousers). It is allowed to wear on their right sleeve a circular sign of their rank. Whoever has the rank of Pangratiast and above wears a corresponding parallelogram sign on their left arm. Only the members of the national teams are allowed to bring the flag of their country on their shoulders. Τhe actions must show a clear true representation of the sport. Therefore, theatrical moves of no substance are not scored. It is not considered desirable to sacrifice the quality of the sport for the sake of spectacle. The pangratiasts follow a free program, which includes actions of the Ano Pangration-orthostadin-orthopali (standing techniques) and Kato Pangration–Kylisin-Alindisis- (techniques on the floor) and whatever else is defined by the fighting of Pangration. All techniques and actions are executed without pausing, with the use of countermoves and blocks and in such a matter as to be able to be distinguished. At the end of the match there will be a decisive blow or one of the pangratiasts will concede. In the mix category (male and female in the team) the woman will execute the final technique. The scoring includes the entire picture of the pairs of pangratiasts, which is in accordance with tactics that can be or can not be used in the agon semicontact. 1/3 of the score is given for the striking and blocking techniques exchanging while the pangratiasts are standing, another 1/3 of the score is given for the throw or take down techniques and anti techniques that are exchanged and the rest of the score is given for the ground techniques (kato pangration). The team must exhibit at least six (6) throw-takedown techniques either from one or both the pangratiasts. 16. SCORING SYSTEM FOR POLYDAMAS AND WRESTLING -TECHNIQUES All pangratiasts can compete only once in each category of the Polydamas and Palaismata. The scores are from 1 to 9, with the smallest unit being one tenth. All the Hellanodikes show their score at the same time by lifting the cards up with their right hands and showing them to the Hellanodikis Palaestras Simion, after the whistle of the Hellanodikis palaestras. During the announcement of eachscore, the officials turn the cards towards the spectators. At the sound of the second whistle, they lower the cards. The lowest and highest scores are removed and are put into a circle. The team with the largest sum of the remaining scores is the winner. In the case of an equal score, the winning team will have the higher score from: First the team that has the largest point from the points outside a circle, then the team that has the largest point from the lowest points outside a circle, then the team that has the largest point from the points inside a circle, then the team that has the largest point from the lowest points inside a circle If there is still a draw, the teams will compete again. In case of participation of more than 6 teams in an age category, a qualifying round take place, the teams are drawn in two groups and qualify as follows: 7-8 teams qualify 2 teams from each group, 9-14 teams qualify 3 teams from each group, from 15 or more groups, 4 teams from each drawn group are selected, followed by the qualifiers required according to the above (eg the 20 groups are drawn in two groups of ten groups which are divided into two other groups of five groups, of which 3 groups from each group are qualified). The number of teams in the final should not exceed 6 teams. The presentation cannot last more than 2 minutes. If it is over this time or a pangratiast leaves the palaestra (exodos), the pangratiasts are disqualified. (It is not a penalty if a pangratiast leaves the palaestra to recover his weapon). Disqualification is indicated with a blue flag, at the end of the presentation, by the Hellanodikis palaestras, who lifts the flag with his right hand while whistling. 1 point will be awarded to the pangratiasts. Teams that are disqualified and simultaneously are in the first six positions will compete again with the other disqualified teams for the final positioning of the teams in the contest.
